I am familiar with the translated of "bande de roulement" as tire tread, and if you lovely translators think that fits here, I will concede to you. However, it does not seem to me to make sense in the context, so I was hoping someone might have some insight as to what it might mean. The context has to do with public transit contracts in Tunisia.

As bus lanes are usually considered to be part of the highway, I wonder whether this is about tramways.

: As a "bande de roulement" is also the term for the part of the girder that an overhead travelling crane runs along, I'd have thought that "tracks" is quite likely. "Reserve" would also include the areas outside the tracks.

Literally: bande -> strip
roulement -> rolling
a strip (of road) for the buses to roll on.
Seems to make sense in the context, that the operator maintains the vehicles, and the city maintains the bus lanes.

As the question is in 'transportation and shipping', I guess we might even be talking about 'the tracks that dock cranes move on. But we might also be talking about trams and trolleys that many cities have.
Therefore, maybe go for something that covers much more than just bus lanes
