French to English Bus/Financial Insurance policy coverage
This is an insurance policy summary. There is a section talking about coverage amounts. I am having a hard time understanding what this first sentence means and whether the "2ème ligne" refers to a second line of insurance (there is no second line of insurance mentioned although there is a 1st line mentioned) or the second line below it that refers to "Responsabilité Civile après livraison et/ou réception". I have seen another post where it talks about "montants interviennent" meaning something like "bridging coverage amounts" but I am having a hard time making sense of it. Any clues would be appreciated.

Ces montants interviennent en 2ème ligne, c’est-à-dire en différence de montants et de conditions de toute garantie en cours dont dispose l’assuré à titre personnel

1. Responsabilité Civile pendant travaux: Tous dommages confondus : 3 800 000 € par sinistre
Dommages corporels, matériels, immatériels consécutifs et immatériels non consécutifs qui ne sont pas la conséquence d’un événement accidentel ou incendie.
2. Responsabilité Civile après livraison et/ou réception: Tous dommages confondus : 3 800 000 € par sinistre et 11 400 000 € par année d’assurance
Dommages corporels, matériels, immatériels consécutifs et immatériels non consécutifs qui ne sont pas la conséquence d’un dommage aux produits livrés ou aux travaux effectués

My understanding is that the insurer will only pay out after other insurers have paid out.
For example, in France, if I have an accident in my flat and cause damage to another flat, his insurance will pay out the addition sum but only after my insurance has paid out.
Or to take another example. If a car drives into your house by accident, you are not going to claim on your insurance first but on his. Your insurance may pay out 'in addition'

That is my understanding of it

These amounts are payable, on a difference in amounts and conditions basis, once any other current..

That is how I would translate the whole phrase. In other words, if the insured himself has other insurance that covers the same risk (even if the conditions are not identical), the other policy would pay up first in accordance with its conditions and up to the amount insured thereunder. Only then would this insurance cover be called upon to pay any remaining amount of the loss.

Pour une prime supplémentaire de dix à quinze dollars par année, la personne qui voyage beaucoup peut augmenter à deux millions de dollars sa couverture en responsabilité civile. Elle peut aussi demander à son représentant certifié en assurance de dommages de lui offrir une assurance responsabilité civile complémentaire et excédentaire. Cette assurance vient en deuxième ligne, c’est-à-dire qu’elle couvre les dommages qui dépassent la couverture de l’assurance de base.

Attention : certaines compagnies n’accordent la garantie « effondrement de tribunes ou gradins démontables » que si vous le demandez. La garantie dommages corporels sera souvent limitée à 7,6 millions d’euros ou plus fréquemment à 6 millions d’euros. Si une salle ou une municipalité exige davantage, l’organisateur doit souscrire une assurance dite de "deuxième ligne". Cette assurance jouera en complément de la première assurance (au-delà de 7,6 millions d’euros par exemple et jusqu’à 15 millions d’euros).
