This is based on a reading of TC sentence below and the constitution chapters concerned. The first section of the constition sets forth FUNDAMENTAL RIGHTS, whilst the second enumerates RIGHTS AND DUTIES OF CITIZENS. The right to collective bargaining is in the second, and not the first section, and hence is not a fundamental right. This is the sense of the TC text.

Sí, el "sistema" es una jerarquía de principios con una determinada prelación. Pero aún no sabemos si el texto es el publicado.

this permanent residence simply refers to the place were the law, regulation, provision, article, consideration or other such is issued and stated, the context under which it should be interpreted, etc.
