Hello everyone,
The prison administration is under a duty to make arrangements which ensure that each juvenile who is received into custody is treated humanely so that their safety and dignity are safeguarded at all times
It is important that staff ask each juvenile for the name, address and telephone number of their next of kin and accurately record the details. **The juvenile must be asked for a ‘back up’ name, address and telephone number, for use in the event of the preferred person being uncontactable**.
‘back up’ name, address and telephone number -- does it imply another person (if the preferred person being uncontactable) or does it mean that the preferred person can be at another address/another place?
In other words, should a juvenile be asked for a name/address/phone of one person or two persons?

If it said "a ‘back up’ address and telephone", then it would refer to the same person, but since it includes "name", it clearly refers to a second person, as an alternative to the first in case the first is unobtainable. It is too unlikely that "name" refers to an alternative name for the same person!
