I'm having trouble with these two words. I think it means "except for" but I'm not sure. Here's the whole sentence. "La presente politica commerciale è subordinata alla sottoscrizione di un piano annuo che rappresenta un impegno indicativo d’acquisto non vincolante, se non nel primo trimestre."

i.e. the commitment is not binding, except in the first quarter. Without further context this appears the most plausible interpretation.
