I'm having trouble with these two words. I think it means "except for" but I'm not sure. Here's the whole sentence. "La presente politica commerciale è subordinata alla sottoscrizione di un piano annuo che rappresenta un impegno indicativo d’acquisto non vincolante, se non nel primo trimestre."
