German to English Law/Patents Law (general)
"Die Kommission gibt sich eine Verfahrensordnung, in der inbesondere die Präsenz- und ***Konsensquoren***, die Sitzungsperioden, die Formen der Einberufung der Sitzungen sowie die Vorschriften über das Verfahren geregelt werden."

Bedeutung: Anzahl der Anwesenden, die für einen Beschluss stimmmen müssen, damit dieser gültig ist.

Im Deutschen scheint mir der Begriff sehr geläufig zu sein, ich finde aber keine englische Entsprechung!

The number of members of a body/meeting who need to be present and agree on resolutions passed.

quorum for voting/ taking decisions

The quorum is the number of persons necessary for a meeting to take place or business be transacted.
In this case it seems that the numbers may differ. ie a meeting can be held provided the Präsenzquorum (quorum for meeting) has been met, but decisions can only be taken if there are sufficient numbers present for the Konsensquorum(quorum for voting/ taking decisions/ passing resolutions/ transacting business - depending on exact contect) to be met.

You could also use the adjective:

the numbers required to be quorate for meeting or passing resolutions
