Spanish to English Law/Patents Law (general) Bankruptcy
This term appears in a decision from a commercial court in Spain declaring a company bankrupt. Here is the context:

"Se nombran administradores concursales a Don A, Don B, y al Ayuntamiento de (ciudad), como acreedor.... Hágase saber al ***administrador acreedor*** que por su condición de administración pública, podrá designar como profesional para el ejercicio del cargo a cualquier funcionario con titulación de licenciado en áreas económicas o jurídicas...."

Would this be a "creditors' representative"? The target country is the UK.

In other words The translator needs to pay fees to UK and Spanish insolvency law experts or equivalent before he or she can translate this?

Seeking a UK equivalent The asker does stipulate that this is for the UK, implying he is looking for a UK and possibly an Irish term. I believe we need to consider, by process of elimination, why administrative or official receiver, trustee-in-bankruptcy or - in Scotland - curator etc. are not on all fours with the Spanish or Lat. Am. concept.

But this is not UK or Ireland, it is Spain. The asker is a translator and as long as he or she supplies a term that reflects the fact that the administrator is also a creditor, the job is done. It is up to the user to delve further if needs be.

Resolving the conflict of interests It would be useful if, instead of a no-comment agree, our chartered accountants could try and select - from the panoply of UK and/or Irish insolvency procedures - one that would resolve this creditor vs. administrator condundrum.

My answer............ does not reflect what Tom Thumb correctly points out. The administrator is also a creditor and my answer does not reflect this.
Perhaps "creditor-administrator" or Tom's answer?

(judicially appointed) lead(-group) creditor qua administrator

May not be the lead creditor as, from the 2nd web ref, the judge may appoint a bank which is the 3rd highest creditor as more suitable than the top creditor to act a corporate administrator or trustee.

A Committee of Inspection in the UK consisting of creditors can help appoint an administrator. But, unless the insolvency practitioners themsleves are a creditor, this post doesn't look familiar from a UK angle where, incidentally, a winding-up order on the ground(s) of insolvency is made against a company vs. journalistically, declared or adjudged bankrupt, as a private indvidual would be cf. the US which has creditors' reps.

the phrase minus the brackets. We have an apparent conflict of interest with a creditor acting as administrator which your answer glosses over, despite the agreement.
