'mobiliser' in a financial context … means turning a promise to pay or a funding commitment into cash that can be spent. For example, accounts receivable are 'mobilised' by ceding them to a bank or factoring agent.

If the 'mobilisation rate' occurs only once in your text, word around it. If it repeats, establish it with a definition.

And if your text deals at all with manure, you may encounter the mobilisation rate of nitrogen in that context too. :-)
