Spülmittel is generally detergent or maybe washing agent. According to LEO, "Lauge" is a kind of base (generally used in chemical contexts). Well, it can have some other meanings too, admittedly. But "detergent base" gets over 10,000 Google hits. That doesn't mean it's the right translation, of course, but I think it's reasonably likely.
