enfoque de cuenta

Spanish to English Other International Org/Dev/Coop Proposal for project
I've never seen this term before and I'm unable to find it in Google. The section it's included in is as follows:

"Se elaborará un Taller de 3 días entre líderes comunitarios y autoridades municipales, para establecer los mecanismos de Monitoreo-Alerta-Alarma y Comunicación entre todos los niveles con especial ***enfoque de cuenta***, eso incluirá a las comunidades de la parte alta del Río."

Many thanks to everyone for your comments and for taking the time to help me out. In the end, I decided it was a typo since the term "enfoque de cuenca" had come up repeatedly throughout the text, so I'll be going with Beatriz's suggestion. The text had over 10,000 words and I only had 1.5 days to get it done (my fault - I'd taken on too much work from other clients in between), so I suppose I was just overtired and couldn't see the forest for the tree! Thanks again! It's always great to know there's such great support out there! Regards to all!

Hello Margaret, if the term is indeed "cuenca" and there is a typo, it's perfectly understandable, because our fingers get used to typing in certain patterns of letters, especially with common words such as "cuenta"... in fact, the fingers are more used to typing "cuenta" than "cuenca", because the first word is more common in the language. This helps support the "typo" theory.

Beatriz - I don't think that the term "enfoque de cuenta" exists. I threw out my suggestion (with a low confidence rating) based on Margaret's concern that it might not be a typo and that the writer might have meant to say "cuenta", a concept that does exists. Recently, a similar case cropped up in this forum in which half a dozen people went to great lengths to decipher a strange term that later turned out to be nothing but a typo when the translator checked with the client. I would suggest that Margaret consult with the client if there is no other reference to social and environmental accounting in the text as a whole. In my mind, the only plausible connection between flooding and environmental accounting would be the possibility of flooding due to unsustainable practices that may have been carried out in the cuenca/river basin that has been mentioned repeatedly. One option before calling the client would be to Google the specific region with "social /economic / environmental accounting or accounts to see if any connection has been established in other texts. I've been translating for many many years for the Disaster Prevention Program of an international NGO (my number one client). They work with the concepts of risk management, community-based early warning systems, etc. and honestly I never heard or read in any of their documents something about an 'enfoque de cuenta', except for the notion of 'rendición de cuentas', which is different. I think this is a typo, but of course the context will give you the answer. Best regards!

Hola a ambas: Es un proyecto para capacitar a las comunidades en riesgo frente a desastres, ante todo las inundaciones. En todo el documento, ya habla de "enfoque de cuenca" que tengo claro, pero al ver "cuenta" y al mirar en Google", esta frase existe. De allí mi gran duda.

Hola Margaret: Creo que podría referirse a "cuenca". En mis traducciones para una ONG internacional frecuentemente mencionan este término en sus documentos: cuenca - manejo de cuenca - river basin management. Por eso te doy mi sugerencia.
