I would truly appreciate some help with this insurance term: it's a 'mouthful and although I kind of understand it, I have no ideas how to best word in it in UK English

: "preliminary" agrees with "assessment" and not with "damage" i.e. "preliminary / prior assessment of the damage".

Hi Chris! "Preliminary" in "preliminary damage assessment" indeed refers to "assessment." It seems you got confused by the "...", which stand for "pertes d'exploitation. "Have a nice day.
