I think it does not mean "Trockensubstanz" here, as then there would be the need of some unit like "kg" or so as well.

This is a complete stab in the dark. More context would help. I don't suppose it would be a dry substance if it's in bottles and vials, but then again, it probably can't be ruled out entirely.
