...as in "créant des conditions propices au dialogue avec les vouloirs politiques" Vouloirs is not pouvoirs. How could I convey the idea?

the problem is you cannot establish a dialogue with an abstract entity (vouloirs politiques)
you create conditions conducive to establishing a political dialogue (or discourse)
or, you establish a dialogue compatible with political constraints (i.e. vouloir as in constraint, "avec" as in "taking into account")

I wanted to write "political wannabes" because I believe that is what is suggested here - those who are climbing the greasy pole and will eventually have clout. Aspirants was the best non-slang word I could think of.
