I think façade is always external.

I'm not very sure about "elemento estructural" in this context.

agree Jim Collis : Façade is external. Structural means "load-bearing" - without it the building is not stable.

dividing walls (or partitions) joined at right angles to the outer wall (facade) should . . .

connect to a structural element.

Something like that. The parentheses give some options.
