That's how I read it. It is a bit confusing.
en demande = son attention est en demande sur de nombreux sujets
In other words, he's tied up with many other issues at this time; that's mainly why the negotiations are being carried out at such a slow rate.

How you translate "sur de nombreux sujets" depends on the context.

**** there's always back and forth on union contract negotiations, my feeling is that in this case this is what they're referring to, that the employer is not requesting changes as much as challenging parts of the contract. Challenge is a synonym for demand...

: This is similar to Michel Morin's reading too. I think the idea is that the employer was holding up negotiations by posing conditions all the time.

Thanks Emma. Answers seem to fall into two broad categories - those who think it is the employer who is making demands, claims, requests, etc., and those who think the demands are being directed at the employer. Think Asker should ask the client.

Just as an FYI - I suspect part of your issue in posting and not having everything show up "right" is the use of <> to surround the phrase. Try using "" or {}.
I realize that won't fix the issue with accents/diacriticals, but should help, in part.

Anyway, the sentence should read:
14. Les negociations sont longues et difficiles considerant que l'Employeur est en demande sur de nombreux sujets ;
One would think that a site for translators would be able to accept diacritic marks! I have removed all the accents, brackets, etc. from the sentence.
