My translation so far:
On one hand the situation can become worse than the engineered protection was dimensioned for and on the other hand the barriers, that are crutial for the safety of the tillflyktslokalen, can be opened up by the evacuation procedure or by the rescue efforts.
American English please.
I am considering using "evacuation gathering zone" or something like that, but I am not sure if the word means "gathering point" or "place being evacuated"
