Swedish term

tillflyktslokalen

Swedish to English Tech/Engineering Construction / Civil Engineering disaster preparedness
Original Swedish:
Dels kan situationen bli värre än det tekniska skyddet är dimensionerat för, dels kan avgränsningar, som är avgörande för säkerheten på tillflyktslokalen, öppnas upp av själva utrymningsproceduren, eller av räddningsåtgärder

My translation so far:
On one hand the situation can become worse than the engineered protection was dimensioned for and on the other hand the barriers, that are crutial for the safety of the tillflyktslokalen, can be opened up by the evacuation procedure or by the rescue efforts.

American English please.

I am considering using "evacuation gathering zone" or something like that, but I am not sure if the word means "gathering point" or "place being evacuated"

emergency assembly point (EAP)

This is used in European English, but I think it is more or less global

Also used in the USA at least here:

How EAPs are Created at Stanford University

A new development process for establishing or relocating Emergency Assembly Points (EAPs) was established in 1997, and new EAP signage is being installed on campus. EAP locations are determined or adjusted by the University Fire Marshal’s Office at EH&S based on the following criteria:

neutral Viachaslau : quite possible, but the acronym EAP is totally incomrehensible. And your variant is not listed here http://acronyms.thefreedictionary.com/EAP

It is here, though: http://www.acronymfinder.com/EAP~2.html I would never use the acronym alone, but it might be useful in a text like the one in my first link, where the concept is mentioned many times and the reader knows what it stands for.

4 KudoZ points awarded for this answer. Comment: "Both answers were good. I went with emergency assembly point in my document, but I think area of refuge also works. Thanks"
