Creo que ése es el sentido, no el de tener que regirse por la Constitución.
El verbo "to mandate" según el Oxford English-Spanish Dictionary = autorizar; obligar.
Este segundo sentido ("make compulsary") es el que he transmitido en mi propuesta.
Esta interpretación, además, es que la que, a mi juicio, se desprende del siguiente texto (http://ondix.com/pdf/docs/search_test_1071118553.pdf):
