Danish to English Tech/Engineering Construction / Civil Engineering
malerbehandling of vægge and lofter inkl. opsætning of filt.

Is it wallpaper?
According to the dictionary filt=felt, but it certainly doesn't fit.
It's not "glasfilt", just plain "filt".

felt

it's the insulating layer - you may also want to use "felt insulation"

Oops, sorry, didn't read your question carefully, but the answer may still be the same - I've seen office walls covered with thin felt-like material and then painted over. Apparently, it's not only decorative but also noise-dampening.

non-woven fabric

-- just a guess, but it gives quite a lot of hits, e.g. as wallpaper backing.

If it is made of something more environment-friendly than glass fibre, this might be the perferred term.
