Swedish to English Tech/Engineering Construction / Civil Engineering

Is anyone familiar with a more "insider" term for MER than "measurement and compensation rules"? This is in reference to a land transport construction project (railway).

At first, I thought it could even be "measurement and substitution rules" (as in, standards for regulating quantities).

But then I found this:

Mät- och ersättningsregler (MER), som anger hur entreprenören ska ersättas
och hur de reglerbara mängderna ska kontrolleras.
