I am translating "droits et taxes" as "levies and taxes"' I can't make out what is "bars" Can some one help with a better phrase?

That's almost certainly a typo based on the context. It should read "par droits et taxes"

I take "s'entendre" in the sense of "is understood to mean". In that context, the word "par" makes more sense than "hors"

Thanks for your observation. The phrase was somewhat faded and on closer scrutiny and with reference to the context of the entire document, I have decided to go with "hors". Thanks for the trouble taken. |
