It refers to reduced cognitive abilities, which could be measured by the standard Cognitive Failure Questionnaire (CFQ) or assessed by other means.

failing cognition/failing cognitive functions

Enligt min mening så innebär svikt i medicinsk mening både ett svagt tillstånd och en vikande trend i tillståndet. Även om jag gillar Annas förslag på hur tillståndet ska beskrivas, tycker jag inte att det eller något annat förslag lyckats med att förmedla den vikande trend som svikt också kan innebära, vilket jag tycker att mitt förslag gör.

(Det ger några hundra träffar på google också, många relaterade till depression)

Some of the links I've found so far mention "cognitive decline". This works well in expressing the downward trend in cognition, but not so much it's already frail state - i.e. "cognitive decline" as a translation of "svikt" would be problematic, but for the exact opposite reason to that of the other suggestions'...
