From digging around in Google, I have found out that these are forms completed by personnel requiring permission to be absent from work to attend work-related events (courses etc.). They are also expense claim forms and are ratified by the school principal.

: To my knowledge, it's not an extra-duty! it's part of one's duty. I may be working in my office in the morning but in the afternoon there's a site I should visit ( part of my work) and which is located out of the city.I need an "ordre de mission"

I would agree with mission statement in a broader context describing a business or organized entity. In this case the 'ordres de missions' refer to individual workers so i thik directives is best.
