Help with "joining words"

Spanish to English Law/Patents Law (general)
This sentence appears in a legal document concerning an appeal (against the payment of import duties):

"Asunto: Recurso contra Titulo Ejecutivo por Asistencia Mutua C.E. ante la Autoridad Requerente."

I have the main elements of the sentence but I'm not sure what the correct "joining words" should be in this context (specifically the translation of 'por' and 'ante'):

"Re: An appeal against an Instrument Permitting Enforcement [...] EC Mutual Assistance [...] the Petitioning Authority."

Thanks for your comments - I will take another look at Autoridad Requerente - I'm finding very few examples of its use which is making things difficult!

BTW: are you sure 'Autoridad Requerente' is 'Petitioning Authority' in this case? It seems unlikely, on the basis of the little context we have here (appeal against payment of duties).

Assuming you are expected to translate the whole document, I suggest you do that first and come back to the title afterwards. Titles are often obscure (because they have to be brief) and are best translated knowing the full content of the document.
