I think that techo edificable and techo edificado have the same translation in English, gross floor area, but that in Spanish they differentiate between the floor area to be built (edificable) and already built (edificado). I could be wrong, but that is my general impression. Please see link where these terms are used.

Please look at this example. The techo edificado of the building is also referred to as the "superficie util" (same floor area). How can the term possibly refer to the roof area? The usual translation for superficie útil is net floor area (non-dwelling and dwelling) and it means all the covered floor space in a building excluding common areas such as staircases, lifts, passageways, corridors, toilets etc. The operative word here is covered. That is why they refer to "techo" in Spanish. It is the square metres of the entire building under the roof, not the roof area.

Anyway, it is definitely the floor area. The only doubts I have is about whether it is gross or net.
