Spanish to English Tech/Engineering Energy / Power Generation hydroelectrnic power station

This is from an insurance contract for an Argentinean power station. This part of the contract deals with what happens if there's a shortage of energy due to an incident (which may or may not be subject to compensation)

"Las centrales abonan en concepto de regalías y canon un X% de los ingresos que obtendrían ambas centrales de haber vendido toda su producción al mercado Spot. En la etapa siniestrada se produce una reducción de las regalías y canon a pagar"

In this context I'm thinking it's definitely not copyright. Advance payments?
