I *uess* this means that the principal amount of the loan is 10,000,000, i.e. excluding interest. Anyone confirm? Any suggested translations?

"In conto capitale" is consistently translated in Eurodicautom as just plain "capital". "Finanziamento" can have several different translations (e.g. "funds", "financing"), but with "erogazione" it's probably "loan".
So I think they are talking about a capital loan. But best wait for an accounting expert to make sure. Hope this has helped though.

'conto capitale' is capital account which is part of a 'bilancio pubblico' which is in turn a 'documento giuridico che illustra in via PREVENTIVA l'amministrazione finanziaria dello STATO e degli altri enti PUBBLICI' (my emphasis). This is quite different from the other suggested answers and is based on Garzanti's dict. of bus. English.
