I've translated this as
Preliminary notice: Wording and formatting shall be through adpl.
But I don't know what this means or what adpl is...
Any clues?

BTW, as usual 'durch' means 'by' here (although I daresay that 'through' may now be understood to mean 'by' in English as a result of countless mistranslations)
