what your text says is that there are bugs which will not have to pass through the war team to be in the system because they will already BE AUTOMATICALLY ENTERED. i'm not really sure why you picked isentos as the right answer here but it is WRONG!!!

when something is grandfathered in it is made a part of something without having to pass through the normal beauracratic channels; in other words it is exempt from the normal beauracracy or norms that other newer things will have to pass through.

Teresa, apesar de achar meio estranho, pelo contexto, entendo que existe um processo de aprovação de bugs (para esse programming pipeline), portanto, os bugs que são grandfathered in, são aqueles que entram automaticamente (ou seja, sem passar por esse processo...

agree sarahjeanne (X) : sim, que eu entendo de uma coisa ser grandfathered in é que é uma coisa já existente que passa a fazer parte de uma outra coisa sem beauracracia; pelo seu context essa definição bate mais.
