The full sentence is: "Suma uno el socio presente, con derecho a voto, y que representa la totalidad de las participaciones emitidas y en circulación, y del capital social, totalmente desembolsado, de la Sociedad."

It occurs in the minutes of a shareholders’ meeting, after a list of the people attending the meeting.

Yes, I think that's almost certainly the case. The company is described as being a "Sociedad Unipersonal", which, as I understand it, is a single shareholder company. Also, before the list of people attending, it says "además del socio único se encuentran también presentes...".

the company being formed by one member and such member being present

I think you have two ideas to clarify, those are:
1) that you have a company with only one partnership (you may replace my company by proprietorship and member by proprietor)

and 2) that said person is attending the meeting and stands for all shares of stock (if any) as the sole owner
