I am wondering how to segway the last part of the sentence "y, las personas voluntarias....." with the first.
I don't believe it is saying that these are all objectives of the volunteers as well or else it would say "de las personas vountarias".
So, does it have to do with another objective? Thanks in advance!

i think it wants to say the volunteers are the people responsible for making all these things happen (in a very coloquial english) but im just trying to help with the meaning. Basically they are responsible for all that but they are a way of achieving that in a community not the only way.
