Como se ve en el Diccionario de términos jurídicos por Alcaraz Varó y Hughes:

banc/bank, en/in (por) el tribiunal en pleno A matter may be reheard "en banc", that is, in a session of all judges sitting together, at the court's mottion or at the request of the litigants"."

As we know, when a matter is reheard, it is an appellate decision - hence, decision of the appellate court sitting en banc.
