Ich würde das "at the certificate stage" im Deutschen weglassen, weil es meiner Ansicht nach einfach bedeutet "was die Zertifikate anbelangt", und nur schreiben "Außerdem wird eine Bestätigung über die Erfüllung der Ansprüche des [contractor?] erteilt."
Für "acceptance of the landfill" müsste man den Kontext näher kennen. Im Bauwesen kann "Abnahme (des Baus)" gemeint sein.
