De acuerdo a está definición del DRAE parece que son lo mismo
anchoa.
(Del lat. *apiuva, de aphye, y este del gr. ἀφύη).

Para acabar con las incertidumbres, "anchovy" consta con el sentido de boquerón (fresco, vivito y coleando) en los diccionarios Webster, Oxford, AHD, Random House Webster's Dictionary, etc. y en FAO-Fishterm.
Cuando compro en Francia o Bélgica boquerones en vinagre no pone en el envase boqueron, bockerone ni boquerony, sino meramente anchovy.
No cabe la menor duda. Si alguien lo quiere llamar "boqueron" en inglés para dar un toque exótico es muy dueño, la poesía y su licencia es de todos. Ahora bien el boquerón se llama anchovy en inglés, lo mismo que se llama anchois en francés por mucho que algunos bares "de tapas" parisienses lo denominen boqueron para que duela menos el palo que te dan.

En la mayor parte de España, los boquerones son las anchoas frescas puestas a macerar en vinagre por un período entre 24 y 48 horas. Los filetes de anchoa en salazón (las "anchovies" anglosajonas) nunca se llamarían boquerones.

Son el mismo pescado, eso si, la diferencia de nombre está en la preparación, a no ser que se especifique "boquerones fritos", en cuyo caso serían anchoas frescas fritas :-)

All the tapas greats feature on the menu from boquerones (marinated anchovy fillets, £3.50) to tortilla Espanola (Spanish omelette, £3.95) and albondigas (meatballs in tomato sauce, £4.50).
