I would say it looks like a typo for "riscontrabile"

I've never heard of rincontrabile...looks like a spelling mistake for riscontrabile (that can be verified/well known to everyone) but I'm not a lawyer so you never know (although there are just a few hits on google and De Mauro dic. doen't report it). As for fatto storico = historical fact/event (not simply fact, as it implies it's importance)
