This appears to be a certification of birth issued by a Registro Civil, bearing the seal of the "juzgado del registro civil", signed by the judge, the witnesses and the person requesting the certificate ("compareciente").

This is a "formula" and I believe that there is an error here and that it should read:
"Leída esta acta, se sella con el del Juzgado y la firma el señor Juez, los testigos y el compareciente de que certifico." I believe this is the Civil Register's court clerk who is saying "I certify that this document has been read (aloud?), the court seal has been affixed thereto, and that it has been signed by the judge, the witnesses and the "compareciente."

You can see this same formula used in a death certificate issued by the court of the Registro Civil in Vigo in 1935 (in which the the "compareciente" is called the "manifestante"):

Esta inscripción se practica en virtud de manifestación del encargado D. Eulogio Fábregas López, de 63 años, casado, industrial y de esta vecindad consignándose además que no consta se ignoran más circunstancias habiéndola presenciado como testigos, Don Casimiro Fernández Saura y Don Antonio Rodríguez Garrido mayores de edad y vecinos de Vigo.

Leída esta acta, se sella con el del Juzgado y la firma el señor Juez, los testigos y el manifestante de que certifico.
