"A candidate who has failed to fulfill the requirements given in Section 8.1 shall be referred in that examination. A referred candidate shall sit for failed course/s (all ‘D’ and ‘F’ grades) and pass those courses subject to relevant restrictions given in Section 12."

In a US context I think 'incomplete' or 'withdrawn' is acceptable as well.
