neutral Vittorio Felaco : I do not think that the overspending can called pharmaceutical. It's exceeding expenditure in the area of drugs or in the whole sector.

Absolutely, and that is what is implied in "pharmaceutical overspend", i.e. overspending of the pharmaceutical budget. I think the point is that it needs to be concise.

you can use a verb like to exceed for sfondamento if you can fix the sentence with it.
