Is "termicamente" referring to some kind of heat treatment? It seems to be talking about pulling the textile surfaces tight, but by means of heat??

"Tensar termicamente" sounds like heat shrinking the fabric to tighten it--I remember my Dad doing this with model airplanes (although your text doesn't say how they do it, unless that comes later).
With synthetic fabric it is now time to heat shrink to tighten the fabric. This view shows shrinking the fabric. This heat must be applied with very controlled temperatures.

What your sentence says, as far as I understand it, is that there are some aluminum frames to which the fabric will be fastened and then heat shrunk to tighten it, and these frames will be anchored to the aluminum porticos (whatever they are in this context, I can't tell--gateways?). It sounds like just a description of the structure; I think they'd probably have to put up the frame, then the fabric, then do the heat shrinking as part of the process of erecting the stand--does that make sense given your whole text?
