Il testo sembra dire: d'ora in avanti, 'runcount' è il termine che useremo per indicare il numero di licenze effettivamente richieste e concesse.

Il significato generico, dagli esempi che ho trovato, è quello di 'conteggio/numero delle volte' in cui qualcosa viene utilizzato, (aperto, se si tratta di programma)

Nel tuo caso, il termine sembra essere utilizzato per 'sintetizzare' il concetto (numero delle licenze effettivamente acquistate), e tradurlo sarebbe ridondante, oltre che poco pratico laddove dovesse essere usato, per esempio, come attributo,come qui di seguito:

L'amministratore, cioè, attinge dal numero di licenze acquistate (run-count)per assegnarle al bacino di utenza in ordine di tempo, quindi il run-count scalerà man mano che le licenze vengono assegnate.
