I don't know the full context, but it could be along the lines of "genuine price". I would definitely NOT translate the original as "sincerity of price" as it means nothing. Hope this helps. A+

I only propose this because property pricing can be a bit subjective. That is, it depends on the market conditions, location, etc. It is hard to really know what the "genuine" or "true" price is. So this is just a suggestion that incorporates the subjectiveness.

: As ACOZ says above, it's a statement that the declared price in the contract is the actual price changing hands, with nothing on the side to avoid taxes - whether or not the price is fair, which as you say is pretty subjective!
