It's a text about the French Conseil d'Etat and a number of its decisions. At the end it has references to the decisions, which include sub-section numbers and one has this phrase. I'm not sure of the best way to translate "réunies" in this instance (ignore it? "a compilation of sub-sections 5 and 4"? )
