This is one standard way of distinguishing what happens on the surface from the extraction of natural resources.

I assume that some kind of general term is needed for the noun at the beginning.

I stand by my point about some entity that administers.... However I want to say more about the issue of "subsoil" which several answers use vs "subsurface."


Google has 484,000 hits for "subsoil." A number of the top hits come from things translated from Russian so it's possible I am swimming upstream to prefer "subsurface resources" but here is my thinking.

The other hits that bounce to the top include a number of dictionary definitions referring to specific categories of soil
