I think "welfare" has to be in there somewhere. "Social benefits" by itself could mean benefits having to do with social relations.

if its for the US prevision social o seguridad social is social security (Im only answering if its a US term I hope no one jumps at my throat!) lol

: British people who live in Spain often use this term to refer to our spanish Seguridad Social, so it's not just an american thing I suppose ;). There's the NHS in the UK but it's only in terms of health insurance, not benefits or allowances.
