This is a tricky one I think. The text concerns an oil company and its relations with (franchised?) service station operators. "Comitati di Colore" seem to be related to Confersercenti, but it would be helpful maybe to be able to add at least an explanatory parentheses.

I'm far from knowing what exactly you should call them in english, but it seems that they are 'associazioni/organizzazioni di categoria', which I think might also be similar to 'sindacati'. that's just what I've been able to gather from the sites below, but hth.
