Better to include the alternative spelling of substanciación lest the false friend of substantiation turns into an institutionalis/zed clanger (see the first weblink).

Previa: upon + su(b)stanciación: trying of a case (both in West).

To be avoided for UK use: subect to a disposal hearing, the latter meaning - as mentioned - an appication to pay a judgment debt by instalments.

I surmise the *holding* (West: trial) of a prelim. admin. tribunal hearing: el respectivo *procedimiento* administrativo respetando el debido proceso (due process) y garantizando el derecho a la *defensa*. NB The 'substantiation' false friend as the crux.

For the complete phrase in the ST, "previa sustanciación del respectivo procedimiento administrativo" I would think something like "after completing/carrying out the appropriate administrative procedure"
