I assume those similar phrases appear following a price for an item that has already been constructed, but if it is at budget/bid phase before construction, then the phrase would change to something like: "... allowance proposed for measured length" [perhaps dimensions given in the bill of materials (US) or bill of quantities (UK)].

I would like to leave it on record that the answer chosen gives inequivocally the English context of "geographical longitude taken" (from a meridian line) and as such it has nothing to do with construction engineering, lest with budgets or bills of quantities. The next question may be "concrete lattice finish" and the answer chosen may be "latitud del acabado del sucinto". mmmm
