I think choice of preposition is important in this grammatical structure. I prefer this one. I would say it is more commonly used in UK official docs anyway.
Example sentence:
"Projects part FINANCED WITH EU Structural Funds must comply with EU regulations 1159/2000."
"This experiment was partially FINANCED WITH FUNDS from International Development Research Center, Canada"
