Estoy traduciendo un informe de ejecución de unos presupuestos de Cooperación.
La frase entera es la siguiente:
"X constate que le niveau d'exécution provisoire de l'ensemble de la première tranche se situe entre 40 et 50% et considère que ce taux est assez positif vu que le paiement de la tranche n'a été effectué qu'en février 2015."
Mi duda es si esto quiere decir que se ha retrasado el pago a febrero de 2015 o si solo se ha pagado la parte correspondiente a febrero de 2015.
Mi opción: "X constata que el nivel de ejecución provisional del conjunto del primer tramo se sitúa entre 40% y 50% y considera que este índice es bastante positivo, dado que el pago de este tramo se retrasó a febrero de 2015."

No creo que haya ambigüedad, en este caso está claro que quiere decir que este pago no se ha realizado hasta febrero. Personalmente no veo otra interpretación
