E-learning, or electronic learning, is education that doesn't require students to attend class at a ***physical location***. コンピューター上のものではなくて、実際に存在して通える教室のことです。つまりEラーニングなら教室に足を運ばなくても自宅でできる、翻訳みたいなものですね。

Without being too literal, this is what the section is refers to. The "physical location" is a college, university or other educational institution's grounds or campus, though the target Japanese I've proposed no doubt needs cleaning up.
