The process of manufacturing oil and coal is "Förderung" in German. Refining ist die Verarbeitung oder auch Weiterverarbeitung. Im engeren Sinne ist refining mit "veredelung" zu übersetzen, aber Öl wird nicht veredelt sondern verarbeitet, genauso Kohle. Mein Vorschlag s.o.
